A proposal for a joint working partnership between Brentwood Borough Council and Rochford District Council is to be put before both authorities in July.
If approved, this would be a first for Essex and the councils would share a chief executive.
Rochford District Council leader, Councillor Simon Wootton said: “While our organisations will be completely independent it makes sense tyo maximise the way we work in areas that we have commonality and exploit opportunities to enhance financial efficiencies.
Brentwood Borough Council leader, Cllr Chris Hossack, added: “We ha ve a duty to residents to explore the most efficient ways of providing our services and this next step will allow us to become more efficient and produce financial benefits.”
